I suggest using the Gamut Warning (View > Gamut Warning) feature in photoshop to proof your colors for print (creates a lot of blotchy grey mumbo jumbo, which tells you the colors that won't translate into your printer. You can adjust this by lowering the saturation, or dodging and burning. Then the grey blotchy blah will disappear and the colors of the comic will show up again ^_^), or otherwise working in CMYK, since printers function in CMYK I'm not sure about resolutions, though I'm sure google can help with that! Make sure to leave margins for bleedageeee and such.

300 DPI is a good resolution, so that when it's printed it doesn't come out blurry.

When you make the file, make it equivalent to 8.5x11 (or whatever size paper you're printing on) and leave a nice big margin around the edge; you don't want the printer cutting off the text.

I heard that red is the most expensive ink to print, but I'd have to check that one because my art teacher said it and she says the weirdest things.

Good printing quality requires DPI 300 at least, bigger is always better in this case. Page size is whatever you want it to be, just remember to keep the resolution big enough so the quality will be good.
Files are usually tiffs or PDFs, preferably in CMYK-colours (monitors use RGB, printers use CMYK) and if you want to get out cheaper, you do your own prepress work (cut marks, right format and size etc), however many firms offer them besides printing services, so if you're not familiar with such things, don't worry about it.
I've never heard that any colour would be more expensive to print than others (as stated above) o_O Also these days small quantity prints are very affordable when done in digital printing and the quality is usually high too
Also pricing and the services offered has big differences between countries and the place you order, so when you get something printed you should never take the first (or the cheapest) place. Also remember always to ask a test print (from your own work), then you'll see how much f.ex. the colours are different from your screen and the overall print quality.
